You will be required to have an ic teacher for new arts regardless if they are common or rare.  Progression in your beginning arts (up to 3) will only require several demonstrations of use and the proper xp spent.  Acquisition of Realms do not require a teacher.  For arts that are not in your beginning repertoire, an ic teacher will be required in addition to demonstration of use for each level purchased.
