'''Summoning:''' The Third Ring Penumbra absolutly has an impact on summoning spirits. If you are inside the orange section, difficulties to summon are increased by 3 for '''All''' races, unless the spirit summoned is already inside the orange section of the map then the difficulty is only increased by 2. The same is true for successes, if a spirit has to enter the Ring, you will need additional successes as determined by the storyteller. It is very possible to get multiple successes, but have no spirit arrive as they can not make it through.

'''Looks Like in the Umbra''': These umbra of the twin cities appear to have been mystically sanitized, as if every spirit that lived there was driven away or obliterated. Only Weaver spirits appear in this area unless forced to be there through other means (ie, summonings, attached to PC somehow). Those forced to be there are not happy to be there, at all. Above the city webs are now supported by columns of reinforced webbing, making everything a patchwork of hold and support. A monstrours undertaking that looks in places shored up by actions of other spirits - it can't just be the Weaver involved, but the spirits inside the cities rings as well.

'''Summoning:''' The Third Ring structure makes summoning spirits more dangerous.  If someone manages to overcome the thick gauntlet, they can summon spirits, but spirits of gaffling strength and lower can only be summoned if they are already inside the ring.   Jaggling spirits may or may not be able to get through, and they will most likely not be able to make it out. Spirits of greater power can come in, but they will be resentful to have done so.

'''Lowering the Gauntlet''': Lowering the rating of the Gauntlet in the Third Ring is improbable.  Gifts, PATs, Spells, Fetishes, Merits and other assorted methods that lower the Gauntlet or the difficulty to enter it, do not work here as expected. Shifter Staff must be contacted.

'''Looks Like in the Umbra''': The pink areas of the Umbra look like any other urban umbra, though the population of spirits is significantly reduce.  In the orange areas, only weaver-aligned spirits travel freely.  Only the strongest non-weaver spirits can cross through the orange areas with impunity, and they do not like to do so.  For borderline spirits, they are practically trapped within the pink.

Third Ring of the Penumbra in Pink

Third Ring Penumbral Construct

Everything in the map, that is pink AND orange, is part of the third ring penumbra. The Gauntlet in the orange areas is 9; the Gauntlet in the pink areas is 8. However, travel through this portion of the penumbra is extremely slow, and all travel time is doubled, even for spirits.

Gifts that cost Gnosis but not Rage cost 1 more point of Gnosis. Spirit Charms that cost Essence cost 1 additional point of Essence. Weaver spirits are immune to all of these effects, and enjoy the benefit of all rolled actions by weaver spirits being at a -1 difficulty. This includes rolls to activate Charms.

Summoning: The Third Ring structure makes summoning spirits more dangerous.

Looks Like in the Umbra: The pink areas of the Umbra look like any other urban umbra, though the population of spirits is significantly reduce. In the orange areas, only weaver-aligned spirits travel freely. Only the strongest non-weaver spirits can cross through the orange areas with impunity, and they do not like to do so. For borderline spirits, they are practically trapped within the pink.

Lowering the Gauntlet: Lowering the rating of the Gauntlet in the Third Ring has consequences. Gifts, Spells, Fetishes, Merits and other methods which lower the Gauntlet or the difficulty to enter it tend to attract pattern spiders.

Dedication

Items are only considered dedicated if they are jnoted. Putting something in your pocket does not allow you to treat the item as dedicated. You will not lose renown for dedicating weaver items. A common 3 items might be: 1 knife, 1 outfit and 1 phone.

Spirits inside the Cities

Spirits who are not allied with the Weaver tend to have only 75% of their normal Essence. It is harder for them to regain that essence.
