-There are only a handful of critters I do not want to tell stories for. So please keep that in mind when applying. Closed means, depending on what you are, you might be able to purchase an NPC, but it will be something ultimately decided by the Shifter Wizard and controlled by the shifter wizard. Restricted means you will have to impress me with your app.
+I am not restricting numbers for anything listed as Open. If everyone wants a Gurahl, then its possible its a bunch of gurahl. If everyone wants garou, spiffy, just remember the circumstances you are in socially. Now,  if it says restricted, just 1-3 will be allowed. When it comes to closed, this means the sheets are not enabled in code and thus, we would need to build everything. Each race that is closed, has no sheet for PCs. Before even putting in the concept, talk to me. Understand some races will likely never see the liight of day due to a myriad of reasons.
